In some rural areas, instead of levying fines for violations of
China's child policies, greedy officials took babies, which would each
fetch $3,000 from adoptions.

This is outrageous. As an AP with two children born in China -the trafficking haunts me. But what outrages and deeply saddens me are the expectations from both sides.
The Chinese parents- well, we know they can’t come back now but maybe they could send a picture.
The Adoptive parent- well, of course they can’t go back now, but maybe we could send a picture.
What in the world? If one of my children was stolen- a picture wouldn’t cut it. If I found out my girls were stolen- I wouldn’t/couldn’t just send a picture and call it good. My God.
